Lawmakers Join Fight Against Air Pollution|民團促PM2.5空品標準 應該再加嚴管制

It is now the peak air pollution season. Civic groups and ruling and opposition lawmakers held a joint press conference this morning to call for stricter PM2.5 air quality standards and controls. They also called for the acceptable PM2.5 guideline to be lowered from the current 15 micrograms per cubic meter to the World Health Organization limit of 10 micrograms per cubic meter. In addition, they called on the legislative caucuses of all parties to take concrete action against air pollution

Civic groups and lawmakers chant slogans and hold up signs at a joint press conference on the 15th. The group wants the government to lower the guideline limit for PM2.5 from the current 15 micrograms per cubic meter to the 10 micrograms per cubic meter set by the World Health Organization.

By achieving 15 (micrograms), we saved so many people from ischemic strokes and heart attacks. If the limit can be lowered to 10 micrograms per cubic meter, even more people can be saved.

Citing domestic research, the Air Clean Taiwan alliance says lowering the acceptable limit from 15 to 10 micrograms would reduce the number of stroke cases in Taiwan per year by around 900 patients. The current guideline of 15 micrograms, which went into effect in 2011, reduces the number of stroke cases per year by 500. The alliance says lowering the limit would save Taiwan hundreds of billions of NT dollars in economic losses. Although the government has revised air pollution laws, it has not allocated any funds for changes. The group is therefore calling on the legislative caucuses of all parties to take a stand against air pollution with concrete action. As an example, the group mentioned that the second phase of wind turbine funding for schools along Zhuoshui River has yet to be approved.

The funds should have been allocated already. It's just that at the time, this new wind turbine system required a test period to see if it was producing results.

We hope to use the budget method to supervise the government and keep it in check. This will show our commitment to reducing PM2.5 levels and air pollution.

Both ruling and opposition lawmakers say they intend to strengthen government supervision during the current legislative session and implement greenhouse gas emission controls to protect Taiwan's air quality.

台灣健康空氣行動聯盟理事長葉光芃表示:我們達到15(微克)我們可以減少中風這麼多人,缺血性中風這些人,心肌梗塞這些人,如果你再繼續降到10微克立方米,可以減少更多人。

台灣健康空氣行動聯盟表示,國內研究顯示,台灣從2011年起、進行PM2.5管控,(CG IN)雖然達標每立方米15微克,每年可減少500多個中風病例;但是如果能再降到10微克,每年就可減少900多人中風發病人數,可節省幾千億經濟損失(CGOUT) 雖然國內已修了空汙法,但沒有經費,呼籲立法院各黨團、針對空汙應有更具體作為,例如濁水溪沿岸學校裝設的新風機系統,第二波經費都還沒到位。

民進黨立委劉建國表示:這個錢基本上應該都有編列,都已經有編列了,只不過當時這個新風系統是要透過一個試辦的作為,是不是已經有達到某種程度的效果。

國民黨立委許毓仁表示:希望用預算的方式來去督促還有去箝制這個行政機關,對於實施空汙減量還有PM2.5降低的決心。

朝野立委都強調,會在立法院這個會期加強監督行政部門,並落實溫室氣體的總量管制,以確保國內空氣品質。
