Pouring Enzymes into Water, Xiushui Township Violates Water Pollution Act |彰化秀水鄉公所倒酵素清水溝 違反水汙法

Changhua Xiushui Township Office recently held an event to promote the use of enzyme powder inside drainage canal to eliminate odor. However, The Environmental Protection Bureau of Changhua County said that this has violated the Water Pollution Act, while scholars also said that the enzymes could make the water quality even worse.

People circled around the drainage ditch as they poured the dark liquid from bottles into the water. As this Fan-She drainage ditch has been emitting odors for many years, the Xiushui Township Office especially held this event in hopes that by using environmentally friendly and natural enzymes, the drainage ditch can be cleaned.

This drainage has been emitting horrible odors for the past ten-plus years. Locals and passersby all have negative feedbacks on it. As this kind of thing (enzymes) are purely organic, I think its pH will not impact the ecosystem of the drainage ditch.

However, the Environmental Protection Bureau of Changhua County said that this has violated the Water Pollution Control Act which stipulated that unauthorized substances may not be poured into the water. Scholars also said that pouring enzymes into the drainage ditch at will could make the water quality and odor even worse.

When substances that are not verified is added into the water, it calls for doubts with regards to the law. Enzymes are organic, and the drainage stinks mostly because there's an excess of nutrition in it. So when these enzymes are added into the water in large quantities without the proper mix of proportions, it may become anaerobic or impact the river's ability to clean itself.

Academically speaking, enzymes are quite specific. So you need to be clear of what you are trying to disintegrate and then try find the correct enzyme for it. If you just add a bunch of so-called enzymes, then you are probably just adding more nutrition (into the water), which will allow more microorganisms grow, and that will make the water stink even more.

Scholars said different enzymes have different functions, and not all enzymes can eliminate odors, so it's best to do some research on the enzymes before using them. The Bureau said that they will not penalize the township office, but it will ask all township offices to cease using this method to eliminate drainage ditch odors.

彰化縣秀水鄉長 林英嘉表示:「這條排水長年來,數十年來一直都非常惡臭,當地的居民,包括路過的人,都有不好的評價,因為(酵素)這種東西,純粹有機的東西,我想它的pH值的酸鹼,應該不至於說影響到,我們整條這個排水溝的生態。」

不過鄉公所這樣的做法,彰化縣環保局認為不恰當,因為依水汙染防治法規定,不能任意將未經驗證的東西倒入水體內,生物學者也說,隨意將酵素倒入排水溝,可能只會讓水質更糟、更臭。

彰化縣環保局長 江培根表示:「沒有經過驗證的物質注入水體,目前是比較法令上會有疑慮,那酵素是有機物,水溝會臭不外乎就是營養過剩,那酵素在沒有適當的調配之下,大量的注入水體,會有厭氧,或影響河川自淨的問題。」

國立彰師大生物系副教授 賴吉永表示:「從學理上來講,酵素它作用專一性是很高的,所以你要先弄清楚,你想要分解什麼東西,那你再去找那個正確的酵素,如果你隨便加一堆,所謂的酵素的話,那可能你只是加更多的,這些有的沒有的營養物,去讓微生物會長得更多、更臭,這樣而已。」

學者指出,每一種酵素都有對應不同的功效,並非所有酵素都能有效除臭,應該要先做好調查研究;彰化縣環保局表示,並不會對鄉公所開罰,但會要求各公所,停止繼續使用這樣的方式來消除排水溝的臭味。
