The only avenue left for the Chinese Taipei baseball national team to qualify for the 2020 Summer Olympics is the Final Qualifying Tournament in April 2020. Taiwan is set to host this tournament, but there seems to be a problem, as the Chinese Professional Baseball League and the Chinese Taipei Baseball Association have a different understanding of what that entails.
On Jan. 31, 2019, the Chinese Professional Baseball League (CPBL) and the Chinese Taipei Baseball Association (CTBA) signed a cooperative agreement with Sports Administration Director-General Kao Chin-hsung as a witness. At that time, CTBA Chairperson Jeffrey Koo, Jr. said there were no concessions.
Many people think the CTBA conceded a lot, but I don't think concessions were made. Instead, it's about progress for the country.
The Chinese Taipei baseball national team had the chance to qualify for the 2020 Summer Olympics during the World Baseball Softball Confederation Premier12 tournament, but did not manage to do so, although it performed quite well. Under the agreement, the CPBL is responsible for the roster selection, training, and competition in Class A international tournaments, and the CTBA will provide assistance. The only avenue left for the national team to qualify for the Olympics is to win the Final Qualifying Tournament in April 2020. The CTBA has already said it expects the part of the agreement on holding qualifying tournaments to be revised and updated before decisions are made as the CPBL's shareholder structure has changed. In response, CPBL Commissioner John Wu said he cannot accept this.
The agreement says that with the exception of the P12 tournament, which they are responsible for managing, all other tournaments shall be managed by the Chinese Professional Baseball League. This is all written very clearly. You can liaise, but the right belongs to us.
The CPBL also said structural changes are internal issues and will not affect the agreements signed with outside parties. It therefore said the agreement should be followed for all follow-up measures. Meanwhile, Kao said under the section on competition in the agreement, the CPBL was to compete and the CTBA was to organize the competition. The CTBA secured the rights to host part of the Premier12 tournament and the Final Qualifying Round from the WBSC at the end of 2018, which is why it anticipates coordination.
The "competing" part of roster selection, training, and competing means competing in tournaments. There are other regulations for arranging competitions, so it's all separate.
It took a lot of effort to bring the CPBL and CTBA together, but now they are at an impasse. Kao says he will contact the heads of the associations this week. He also hopes to start gathering information to ensure nothing will affect the team as it seeks to qualify for the Olympics.
