International Air Safety Summit to Kick Off in Taipei on Nov. 4|世界飛安高峰會首度在台舉行 中港澳抵制

The 2019 International Air Safety Summit will take place in Taipei on Nov. 4. It will be the largest international civil aviation summit that Taiwan has ever hosted. According to Ministry of Transportation and Communications statistics, 350 representatives from aviation companies in 37 countries will attend, along with air safety experts. China, Hong Kong, and Macau have declined to participate. The MOTC says this won't affect Taiwan.

Every year, the United States' Flight Safety Foundation organizes the International Air Safety Summit. This year, the 72nd edition will take place in Taiwan, a first-time host. The summit will begin on Nov. 4 and the venue is the Mandarin Oriental hotel in Taipei. At present, 350 domestic and foreign representatives of 138 organizations and companies from 37 countries are expected to attend, along with air safety experts. China, Hong Kong, and Macau have declined to participate in the event.

Air safety is unrelated to politics. In other words, air safety is a universal value, or it is related to the sharing of some technologies that the entire world should jointly participate in.

In 2007, Taiwan applied to host the summit. In the end, South Korea was selected as the host, allegedly because of Chinese pressure. A dozen years later, Taiwan secured the right to host the summit with the support of the United States. Several International Civil Aviation Organization heavyweights that manufacture airplanes, including the United States, France, Brazil, and Canada, will attend. The summit will last for three days. There will be 11 presentations and seminars on topics such as air safety culture, risk management, pilot training, and basic aviation risk standard.

China Airlines will give a speech about pilot generational gaps and how it applies these generational differences to pilot training. As for EVA Air, it will speak about the application of artificial intelligence to flight data and analyze the so-called results.

Taiwan is an air hub in the Asia-Pacific region, and promoting air safety is one of the government's important policies. Taiwan's air safety knowledge will greatly benefit from being able to host this international event and communicate with global air safety experts. There will be two Chinese nationals in attendance, a representative from Boeing's China subsidiary and a representative from GE Aviation's China subsidiary. There will also be two Hong Kong nationals who are representatives of the aviation industry.

美國世界飛安基金會,每年都會舉辦"世界飛安高峰會",今年是第72屆,首次由台灣來舉辦,活動將在11月4號,台北文華東方酒店舉行,截至目前,共有37個國家、138個組織單位,約350名國內外專業飛安人士參加。不過,依舊遭到中國抵制,會前已傳出,中港澳三地將不會派員出席活動。

交通部次長 王國材表示:「飛安不關政治,就是說飛安是一個普世價值,或是相關的一些技術的分享,應該是全世界應該共同來參與的。」

其實早在2007年,台灣也曾爭取大會主辦國資格,當時遭中國施壓,最後改由南韓舉辦,事隔多年,台灣在美國支持下,終於成功爭取到主辦權。而這次幾個ICAO國家,包含飛機製造大國,美國、法國、巴西、加拿大等都會參加。世界飛安高峰會,為期三天,將舉辦11場專題發表與研討。將討論"飛航安全文化"、"風險控管"、"飛行員訓練"、"飛航風險標準"等重要議題。

美國飛安基金會理事 何慶生表示:「那華航在這一次,它有一個這個議題世代差異,把這個世代差異用在飛行訓練上面,那另外在長榮部分的話,人工智慧運用到飛行資料,分析上面的這個所謂的成果。」

台灣位居亞太地區樞紐,推動飛安工作,已是政府重要政策之一,能舉辦國際大型飛安活動,與世界各國飛安專家交流,對提升台灣飛安意識有很大幫助。這次活動雖遭中國抵制,不過,仍有2名中國籍人士,分別代表波音及奇異航空,在中國的分公司出席,另外有兩名香港人,則是一般航空業身分代表,刻意淡化官方色彩,低調出席大會。
