Another Train Track Rupture Incident Reported|台鐵新市-永康段鋼軌破裂 緊急以魚尾鈑固定

Another track rupture incident has been reported in Tainan. A 19-centimeter rupture was found at the section between Xinshi and Yongkang after a driver noticed a height difference while passing. The TRA promised it would conduct a thorough investigation.

Fish plates have been used to temporarily stabilize this section of ruptured track. At 7:31 a.m. on Oct. 28, a Taiwan Railways Administration driver of a 3709 commuter train reported a height difference while traveling between Xinshi and Yongkang, and said he suspected it was a track rupture. The TRA then sealed off the section and personnel examined the track and determined there was a 19-centimeter rupture at a thermite welded location. At 10:01 a.m., fish plates were used to stabilize the track, allowing trains to resume services.

This morning, when the 3137 train passed, the driver told us about a height difference on the Dongzheng Line, so we started asking later trains to go slower and make observations. When the 3709 train passed, the driver spotted the rupture.

The track was closed off, so traffic was able to only flow one way during the rush hour period. Yongkang Station was filled with commuters and tourists whose plans were affected. Previously, the TRA was criticized for not reporting a similar incident immediately. Legislators say there are issues with the TRA's track inspection work, and questioned why drivers are the ones reporting incidents after trains have already passed through at high speeds.

Mr. Minister, it shouldn't be the drivers who are finding issues. It should be inspection personnel or maintenance personnel. Then why didn't anyone discover this? We're trying to find out more details about this.

So the broken track will be replaced tonight, and there aren't any issues with insufficient materials? During the last incident, there was an issue with insufficient materials, so everything was delayed. The SOPs were reviewed. To be honest, they need to be amended.

Transportation and Communications Minister Lin Chia-lung said the TRA has experienced 13 track rupture incidents within the past five years. He will ask the TRA to implement SOP management. The TRA issued a press release saying fish plates were used to stabilize the track and allow for the resumption of traffic in accordance with SOPs. Once the night trains have passed, it will seal off the section and replace the track. An internal investigation has also been initiated to confirm details and clarify causes.

永康站值班站長 徐銘燦表示:「早上第一趟3137經過的時候,發現跟我們說,我們東正線,他經過的時候,有高低落差,立即就已經開始有注意。請後續列車慢行,幫我們注意。結果3709經過該路線的時候,發現斷軌。」

正值通勤時間,卻只能單線營運,台鐵永康站一度擠滿通勤旅客,台鐵日前才因為成功站斷軌事件,第一時間回報不實,引發各界撻伐,現在又發生了裂軌事件。立委痛批,台鐵巡軌作業大有問題,怎麼每次都要司機員回報,列車都已經高速駛過,險象環生。

民進黨立委 林俊憲 vs. 交通部長 林佳龍表示:「(部長,不應該是司機發現。應該是我們的巡軌員,或是該段的道班,那為什麼事先沒有人發現?) 這個部分,我們再詳細了解。」

民進黨立委 何欣純 vs. 交通部長 林佳龍表示:「(所以今天夜間可以抽換斷軌,不會有缺料的問題嗎?) 上次(成功站)有缺料的問題,所以才拖了時間,這個過程SOP有檢討,事實上,也是需要修正的。」

交通部長林佳龍說,台鐵近五年發生13次斷軌事件,會要求台鐵落實SOP處置,台鐵隨後發出新聞稿,表示現場已經依"標準作業程序",先以魚尾鈑"固定鋼軌"恢復正常行車。夜間營運時間結束後,會封鎖路線,進行"抽換鋼軌"作業,臺鐵內部已進行專案調查檢討,確認細節釐清原因後,儘速對外說明。
